More About Juliana Moore
Juliana Moore was sworn in as a United States Probation Officer in the Northern District of Texas by the Honorable Jerry Buchmeyer, on January 31, 2000. She worked in the Dallas Division of the Northern District of Texas, until her retirement on April 13, 2018.
In 2008, she was chosen to serve a temporary duty as the Visiting Probation Officer at the U.S. Sentencing Commission in Washington. D.C. During this time period, she was exposed to various other districts throughout the United States and learned how to conduct case law research. She met various staff members at The Commission and continues to maintain close relationships with many of them to this day. Ms. Moore's experience at The Commission taught her a great deal about the Guidelines and their purpose and limitations.
When she returned to her home district in 2009, she was soon promoted to Senior U.S. Probation Officer/Sentencing Guidelines Specialist, where she spent the remainder of her career.
Education has always been important to Ms. Moore. She has a Bachelor of Arts Degree in Psychology and a Bachelor of Music degree in Music Therapy from Southern Methodist University and a Master of Science Degree from the University of Texas Southwestern Medical Center at Dallas in Psychology. Most recently, in 2016, she completed an intense, 2-week program related to Economic Crimes Investigation and Analysis at the Federal Law Enforcement Training Center in Glynco, Georgia.
Ms. Moore has been recognized for her contributions to the Northern District of Texas and elsewhere through the years. She was named the Texas Northern Officer of the year in 2012 and received the Dallas County Cynthia Lynn Eubanks Award for Professional Excellence in Community Justice in 2013. The U.S. Sentencing Commission invited Ms. Moore speak at their annual conference in 2015 and 2016.
Ms. Moore has written Presentence Reports on just about every type of offense from Murder to Tax Evasion. She has written difficult, and complicated drug trafficking, racketeering, and firearms cases as well as human and sex trafficking cases. Toward the end of her career she worked primarily on complex and high profile white-collar fraud cases: cases involving complicated guidelines pertaining to healthcare, telemarketing, securities and other types of fraud.
Ms. Moore has a passion for the guidelines and for people. She is known for her integrity and the respect she shows to everyone, be they Judge, attorney, or defendant. She firmly believes that, when the guidelines are applied correctly, they help to maintain consistency in the application of justice within the system. This correct application includes the possibility of departures and variances.
